The successful candidate will have leadership experience and will be a generalist with an extensive background in program and project management.

About the Position

Senior Program Associate II DSH IST Project will engage in activities including, but not limited to the following:

Administrative

  • Team Meetings—regularly lead portions pertaining to their work and support project leadership in leading routine meetings.
  • As needed, take the lead on SharePoint maintenance.
  • Prepare meeting documentation, as directed by project leadership, and independently in portions pertaining to their work.
  • Provide assorted administrative and logistical support.

Data Management

  • Provide leadership in identifying topics for literature reviews and independently carry them out.
  • Gather, compile, and summarize data and develop visuals and reports as needed.
  • Take leadership on content development for reports or summaries as needed and applicable.
  • Lead key informant interviews.

Training and Technical Assistance

  • Serve as the main point of contact for grantees or other key project stakeholders.
  • Facilitate meetings with groups of grantees for TA, training, and information.
  • Independently develop TA content for assigned portions of the project or groups of stakeholders.
  • Support the development of the stakeholder outreach plan and conduct stakeholder outreach.
  • As applicable, develop a plan for response to administrative entity stakeholder inboxes and provide feedback.
  • As applicable, manage a portfolio of grantees and develop goals and plans for their individual TA.
  • Lead project-specific tasks as a task lead while providing matrixed supervision to peers and junior staff engaging in this task.

Content Development

  • Develop written and online materials (e.g., templates, reports, presentation slides, guidebooks, planning documents, email list announcements, website content, and online surveys).
  • Support the creation of request for application (RFA) documents.
  • Assist with other projects as they arise, including research projects, state or federal reports, conference proposals, or presentations.
  • Regularly evaluate topics for training and technical assistance activities and independently present them to project leadership for review and oversight.
  • Participate in cross-project collaboration, including the development of content in the area(s) of subject matter expertise.

Project Management

  • Create a plan for and independently manage stakeholder communication (e.g., general information inbox).
  • Create tools, templates, and processes to enhance efficiency and effectiveness.
  • As applicable, independently maintain project artifacts and documentation.
  • Regularly contribute to meeting and project documentation, such as meeting minutes or quarterly or annual reports.
  • Manage multiple tasks and deliverables.
  • Engage in quality control within the project.

Leadership

  • Must exhibit self-management with independent execution that is easily modeled by more junior project staff.
  • Contribute high-level thought leadership in areas of expertise, leading the conception and execution of training and TA activities.
  • Regularly provide matrixed oversight and leadership to other project staff.
  • Lead portions of internal meetings that cover the scope of work and assigned deliverables.

Qualifications

Knowledge Skills and Abilities

Candidates with the following knowledge, skills, and abilities are encouraged to apply:

  • Subject matter expertise around the policy and organizational landscape of one of AHP’s key areas of focus, such as behavioral health, homelessness, substance use, and workforce. Development, or criminal justice, would be typically gained through a bachelor’s degree and 10 years of experience or a master’s degree and seven years of experience with complex oversight, evaluation, or program management.
  • Strong understanding of project management, task management, implementation planning, and budgeting.
  • In-depth and firsthand understanding of adult learning and pedagogy sufficient to support the provision of strong technical assistance and training.
  • Excellent understanding of written and verbal professional communication and behavior.
  • Intermediate understanding of organizational development and cross-system collaboration.
  • Understanding statements of work, such as those provided by federal, state, or private sector entities, is sufficient to understand key performance indicators critical to the execution, implementation, and monitoring of tasks and projects.
  • Knowledge or willingness to learn about AHP’s contracting process.
  • Excellent leadership and shaping outcomes and behavior of internal and external stakeholders without organizational chart oversight.
  • Independent ability to identify and solve problems using nuanced approaches relevant to the situation, with increasing decision-making and problem-solving skills.
  • High-level skill with Microsoft Office suite and spreadsheet management, as well as comfort with facilitating meetings on virtual platforms such as Teams and Zoom
  • High level of professional writing with enough flexibility to approach a number of documents or materials, such as written reports, presentation slides, and TA materials.
  • Fluid and sophisticated application of professional/peer-reviewed literature, professional experience, and other relevant sources to TA or other work-related products
  • Leadership and people management.

Education, Training, and Experience

We are seeking candidates with a Bachelor’s degree and ten years of experience or seven or more years of complex experience with oversight of evaluation or program management after completing their master’s degree.

Salary Range: $90,000 - $103,000

AHP, in an effort to be transparent with applicants about salary and in compliance with various state pay disclosure requirements, publishes the following information, which is current as of the posting date. The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on various factors, including but not limited to location, experience, and education. The range listed is just one component of AHP’s total employee compensation package.
